бред какой. кстати visualstudio2015 встраивает, точнее уже имеет встроенный код вызова телеметрических служб в рантайм библиотеке c++. т.е. в дефолтном проекте win32 будет вызван сперва именно он, а уж затем — ваша WinMain/DllMain/main

ну и вдовесок, слово Telemetry это так сказать именно то, чего опасаются люди. взгляните сколько её в одном только эксплорере:
