If anyone is trying to get their HCI_log btsnoop on android 9: It seems it can't be accessed without root anymore unless you do a full bug report, which takes ages.
Also, interestingly enough, dell seems to have a driver avaiilable for Apt-X Low Latency for their laptops with intel wifi/bluetooth, which seems interesting.

There's also a reddit post of this thread (https://www.reddit.com/r/hardware/comments/c237bw/audio_over_bluetooth_most_detailed_information/erhpikj) and multiple commenters across various forums that do seem to think that AptX-LL is indeed being achieved with this driver.
It might be the case that this is just simple old AptX. Either way, i'm going to procure a 9260/AX200 and give those drivers a shot.
