As usual, inventory in ini, really impedes future development. I would say, 'never use ini-style inventories'. Yaml is way, way more suitable for ansible needs.

Thank you for your feedback! We've been using it in inventory for quite some time and so far it was sufficient for our needs, however, I'd love to know more about why YAML inventory is a better way to go.

Ansible has much fewer modules for Windows than for Linux.

As well as Microsoft propose System Center Configuration Manager and System Center Operations Manager for that.
The sad side, an engineer has to use what he been given without space for invention. Bright fact, that wheel has been invented before.
