(perl — Komodo Edit | java — NetBeans).

The (netbeans.org) bug tracker is only useful for requesting incremental
modifications to projects that actually exist (on netbeans.org). Perhaps at
some point Oracle will decide to fund an effort to create product-quality Perl
support, but currently no such decision is announced that I know of. If and
when a serious effort to support Perl hosted on netbeans.org is begun, and
something complete enough to demo appears in daily builds or an update center,
a component for it would be created in Bugzilla.
In the meantime it is possible that third-party efforts could be consolidated
and revived with contributions by people with the necessary skills, i.e.
crucial missing features added and stability improved to at least beta quality.
